Overview
Once you hold your Irish naturalisation certificate you can apply for your first Irish passport. First-time adult applications need original documents and an Identity Verification Form witnessed by a member of An Garda Síochána, so careful preparation avoids delays.
We help newly naturalised citizens and existing passport holders prepare and submit a complete Passport Online application, and we explain exactly which originals you need to send.
Passports are issued by the Passport Service of the Department of Foreign Affairs. We are independent and do not issue passports or influence turnaround times.
Who it's for
This service is for
- Newly naturalised Irish citizens applying for their first Irish passport.
- Adults renewing an Irish passport, including where the old passport has expired.
- Irish passport holders who would like a Passport Card for travel in the EU/EEA, Switzerland and the UK.
Common challenges we solve
- Knowing which original documents to send for a first-time application.
- Getting the Identity Verification Form signed correctly by a Garda.

Eligibility & requirements
- You must be an Irish citizen. Naturalised citizens apply after receiving their naturalisation certificate.
- You are treated as a first-time applicant if you have never had an Irish passport or your last one was issued more than 15 years ago.
- A Passport Card requires a valid Irish passport book with at least three months' validity.
Documents you may need
For a naturalised citizen living in Ireland applying for the first time, the Passport Service generally asks for originals of:
- The Identity Verification Form, signed by a member of An Garda Síochána.
- Your naturalisation certificate.
- Your full civil birth certificate showing your parents' names.
- Your marriage or civil partnership certificate if applying in a married name.
- One proof of name and one different proof of address, each dated within the last 12 months.
- Two forms of photo ID, such as your foreign passport plus a copy of your Public Services Card or a certified driving licence.
Simple adult renewals usually need no supporting documents. Original documents are returned by the Passport Service.
How it works
Step 1: Quick check
We confirm whether you're a first-time applicant or a renewal and what you'll need.
Step 2: Prepare documents
You gather originals using our checklist; we review them and flag anything missing.
Step 3: Online application
We help you complete Passport Online and upload a compliant digital photo. The official fee is paid to the Passport Service.
Step 4: Witness & post
For first-time applications you print the Identity Verification Form, have it signed by a Garda and post it with your originals.
Step 5: Track & receive
Track progress online. Your passport and original documents are posted back to you.
Important to know
- Turnaround times are set by the Passport Service and can change during busy periods.
- First-time applications cannot be expedited; the urgent appointment service is for renewals only.
- If required documents are not received within 20 weeks, an application may be refused.
- Do not book travel on a passport you have not yet received.

Irish Passport Application FAQs
Can I apply for an Irish passport before my citizenship ceremony?
No. You need your naturalisation certificate, which you receive after the ceremony.
Who can witness the form for a first-time application in Ireland?
If you live in Ireland, the Identity Verification Form must be signed by a member of An Garda Síochána.
Do I have to send my foreign passport?
First-time applicants are typically asked to send their original foreign passport or national ID as photo identification. The Passport Service returns original documents.
Can I still use the green paper application form?
No. From 1 December 2025 the green paper forms are no longer accepted. Most people apply through Passport Online; the Passport Assist Service helps people who cannot apply online.
